Above is a photograph of an excerpt from a local newspaper, the Miami Herald. It’s an article on the Bright Futures scholarship program that was established in 1996. The program pays off the tuition for students that stay in Florida’s state schools, as long as they have a 3.0 GPA minimum and a high enough SAT/ACT score. This photograph is the opposite of brain drain, for it is the prevention of talented scholars leaving the state of Florida.
